Individual criminal risk profiling

An AI system assesses the risk that an individual will commit a criminal offence based solely on profiling or personality traits.

How it happens

A system predicts an individual's likelihood of future offending using profiling or personality-trait analysis alone, with no link to objective, verifiable facts already connecting that person to a criminal activity.

Why it matters

Solely-profiling-based predictive policing has a well-documented history of encoding and amplifying existing bias in criminal justice data, which is exactly why the Act prohibits it outright rather than requiring it to be merely high-risk-managed.
